Board of Education.

Dec 1857 - Sept 9th 1858

Auckland December 1st 1857.

The Board met this day at 3pm.

The following members were present:

                              Messrs: PHILLIPSBRENNAN, O'BRIEN, JERVIS

                                           Th e Chairman.

The minutes of the last meeting were read and confirmed.

The Secretary submitted to the Board Vouchers for a Proper disbursement of the sum of £254/0/2.  The Vouchers were examined by the Board and admitted to be correct.

 A communication from His Honour the Superintendent covering the opinion of the Law Adviser in the Query submitted at the Board's request to that Officer on the 13th October, was read by the Chairman, but a careful deliberation on the opinion was deferred until the next meeting of the Board.

 The Chairman read a letter from Mr. LAMBERT teacher of the Waiuku School, enquiring why his School had not been recognised by the Board, and also forwarding a certificate of moral Character signed by three of the Managing Committee of the School, and by Mr. CHADWICK. 

The Secretary was instructed to acknowledge receipt of  Mr. LAMBERT’S letter and inform him that the Board delayed receiving his school into connexion, because he had not forwarded in proper time the requisite certificate of Moral Character.

The Chairman then read a letter from Mr. McDonald of Waiuku objecting to Mr. LAMBERT as Teacher of a School and requesting that an investigation into Mr. LAMBERT'S conduct should be instituted by the Boards Inspector.  The Secretary was instructed to inform Mr. MCDONALD in reply that his request should be attended to, the Inspector was then authorized to make all necessary investigation into the complaint on his next visit to Waiuku. Mr. Roderick ROSS was proposed to the Board as Superintendent of the Waipu School, but as none of the members were personally acquainted with that Gentleman, the Board thought it prudent to hesitate before recognizing Mr. ROSS in this capacity, until further inquiry should be made. 

The Board then discussed the nature of examination that the Teacher of Infant Schools should under go, the following conclusion was arrived at: "Teachers of Infant Schools are to be examined in Reading, History, Geography, Writing, English Grammar, and Spelling.  A Certificate of Merit is not to be awarded until the Inspector and such members of the Board as please have inspected the School and reported on it's efficiency.”

The Secretary was instructed to make application at the Board's request for the use of the Mechanic's Institute on the 10th  & 11th  inst. to hold an Examination of Teachers.

 The Secretary was also instructed to make a renewed application to His Honour the Superintendent for some compensation to the Messenger in attendance upon this office, the Board considering his Services deserving of some remuneration.

A draft of the Report required by the 36th Clause of the “Education Act” to be laid before the Provincial Council was next submitted for the Board’s consideration. The Report as amended by the Board was committed to the Secretary to be transcribed and forwarded in compliance with the terms of the Act to His Honour the Superintendent.

Moved by Mr. BRENNAN seconded by Mr. O'BRIEN “That the standing orders of the, Board be Suspended to allow Mr. BRENNAN to propose the following resolution".

 The Resolution was carried. “That a respectful address be presented to His Honour the Superintendent requesting him to fill up the vacancies in the Board of Education caused by the resignation of four of it's Members.”

The Board

December 11th 1857

Convened by circular of the 4th inst. met this morning in the Hall of the Mechanic’s Institute, for the purpose of holding an Examination of the Teachers.

Present:  Rev. J. F. LLOYD, JERVIS, Messrs O'BRIEN, PHILLIPS, BRENNAN.

The Minutes of the last meeting were read and confirmed.

The Board having  instructed the Inspector to proceed with the Examination adjourned until 4pm.

The Board met according to adjournment at 4pm. and proceeded to take under consideration the answering of the Candidates and award certificates of merit accordingly. 

Four candidates presented themselves:

                          Mr. BOWER, Mr. REYNOLD, Mr. ROWLANDS, Mrs. SKEEN.

The propriety of dividing the Certificate of merit of the 1st   & 2nd  Degree, into three classes each, for the purpose of distinguishing with greater accuracy the answering of the respective Candidates was discussed by the Board and in being put to the vote was carried in the affirmative. It was next put to the vote whether such a classification of certificates should be retrospective in effect. Carried.

It was proposed and carried that:

 Mr. Bernard REYNOLDS is entitled to a 1st Class Certificate of a 3rd Degree.

 Proposed and carried.

That Mr. Maurice BOWER is entitled to a 1st Class Certificate of the 3rd Degree Proposed and carried.

That Mr. Horace ROWLANDS is entitled to a 2nd class Certificate of the 2nd Degree.       

It was next discussed whether certificates of merit should be granted to Candidates Examined by the Board, before the Board properly authenticated certificates as to the Candidates Moral Character. It was ruled that the Board should be satisfied to the Moral Character before  granting any certificate of merit. 

A Certificate of Character signed by Messrs, BOYLAN, DIGNAN and LYNCH Mr. REYNOLDS was read by the Chairman. The Board were unanimous in considering this certificate too indefinite as to time. Mr. REYNOLDS was accordingly informed that so soon as he would furnish a Certificate of character satisfactory to the Board he would be recognized by them as a licensed Teacher. 

Certificates of Character in favour of Mr. ROWLANDS signed by Messrs. AUBREY and MUNRO were next submitted for the Board's consideration. On examination they were considered not sufficiently decisive in support of his Moral Character.  Mr. ROWLANDS was instructed to furnish other certificates for the Board's further satisfaction upon receipt of which his School would be taken into connexion with the Board.

Certificates of character in favour of Mrs. SKEEN were read by the Chairman and considered satisfactory.  In accordance with a prior resolution of the Board, no Certificate of Merit was awarded to Mrs. SKEEN, who was examined as Teacher of Infant School, until such time as the Inspector should report to the Board upon her efficiency in the management of the School.  

The Board having been informed by the Secretary, who made the investigation, that Mr. Roderick ROSS was eligible as Superintendent of a School in connexion with Board, approved of that Gentleman as Superintendent of the School at Waipu.

A meeting of the Board of Education

January 13th 1858.  

 Held this day in the Board-room. 

The following members were present:

                                    Messrs DAVIS, PHILLIPS, SANDERSON, Dr MATTHEWS

                                    The Chairman.

The minutes Of the last meeting were read and confirmed. 

Prayer was read by the Chairman.   

A certificate of character signed by Mr. MCLEOD in favour of Mr. Horace ROWLANDS Teacher of the School at Wangarei was read by the Chairman and considered satisfactory, whereupon his School was received into connexion with the Board.

A Certificate of character, in favour of Maurie N BOWER,  signed by Mr. JONES of the Commissariat  Department, was read by the Chairman and considered satisfactory, whereupon Mr. BOWER was recognized by the Board as a licensed Teacher.

Application for additional Aid for Orphans and destitute children in St Patrick’s Day School Auckland, and in Howick R. C. Schools, were submitted for the Boards consideration, but the Board thought fit to defer discussion upon the subject, until after Consideration of the Business of the day.

The following Gentlemen were proposed as Superintendents of the under mentioned Schools and approved by the Board.

An application received from Rev. A. G. PURCHAS was next read, requesting that the Upper School in connexion with St Peters Church Onehunga might receive Govt. Aid from the Board.  The Answers made by Mr. PURCHAS to Queries prescribed by the Board were also submitted and considered satisfactory.  The Secretary was instructed to inform Mr. PURCHAS  to this effect.

An application for Govt. Aid to St. Pauls Infant School Auckland, was submitted for the Boards Consideration. The Application was entertained, the answer made by the Superintendent of the Schools to the Queries proposed being considered satisfactory by the Board.  

A letter from Mr. ANDREWARTHA Superintendent of the Waiuku School was next read, informing the Board of a Resolution passed at a Public Meeting held in Waiuku, to dismiss (after three months notice from date of meeting) Mr. LAMBERT present Teacher of the School. In reference to this letter Mr. ANDREWARTHA was to be informed by the Secretary that the dismissal or appointment of Any Teacher rested not with the Board, but with the Patrons or Managing Committee of the School.

A letter from Mr. LAMBERT Teacher of the Waiuku School was next read, commenting on the proceedings of the public meeting which directed his dismissal, and requesting the Boards investigation into the matter through their Inspector. The Secretary was directed to acknowledge the receipt of Mr. LAMBERTS letter, and to inform him that the Board was precluded from taking cognizance of any difference that might arise between a Teacher and Managing Committee of a School, and that the Inspector's duty when he visits any school is but to report upon the Teachers efficiency and the progress of the scholars.

The Inspector reported on an Examination he, unauthorized by them, had held on the 23rd December 1857, for the purpose of ascertaining the acquirements of Mr. GROVER of Monganui and his capability for teaching. The Inspector pleaded the necessity and  peculiar circumstances of the case without authority from the Board. Mr. GROVER had promised attendance at the Examinations appointed by the Board for the 10th of December 1857. Wind and weather delayed his arrival in Auckland until 19th December.  His official appointment at  Monganui in the  Customs Dept. compelled him to leave Auckland on 24th Dececember, consequently there was no time for convening a legal meeting of the Board, accordingly he Examined Mr. GROVER in the Board room on 23rd December and submitted for the Boards consideration his report thereon. 

The Chairman was then requested by Dr. MATTHEWS to read a letter addressed to him as a member of the Board of Education, by Mr. GROVER of Monganui, soliciting from the Board for his School in that neighbourhood. Mr. GROVER’S application was based on the proviso contained in Clause 17 of the Education Act. But some members of the Board having expressed doubts as to the strict conformity of Mr. GROVER'S claim to Exemption for Examination with the proviso in said clause, it was proposed and carried:

That the Secretary be instructed to apply to His Honour the Superintendent for to refer the doubtful points of this case to the Provincial Law Adviser for his opinion thereon, and also to furnish that Officer with full particulars of the case.  

An Application for additional Aid for the School at Papakura was submitted for the Boards consideration and was granted in accordance with the principle established by the Board at a meeting held 6th Oct 1857.

Additional Aid was also granted on application to the School at Whangarei in accordance with the same principle.

A bill from Mr. LEIGHTON, Book Binder, for making 12 Portfolios at 4/6 each, for the safe preservement of the Registers used in Schools in connexion with the Board was presented for litigation.

 The Board instructed the Secretary to forward a requisition to His Honour the Superintendent for the amount. The Portfolios to be left in the hands of the Secretary for disposal, the proceeds of which are to be devoted to the purchase of Postage Stamps for the use of this office.

Proposed and seconded, That the Board now adjourn until Wednesday next 2@ inst. pm.

The Board adjourned accordingly.

A meeting of the Board of Education

January 22nd  1858.

The following members were present:

                             Messrs PHILLIPS, SANDERSON, DAVIS, O'BRIEN, Dr MATTHEWS           

The Chairman.

Prayer was read by the Chairman. 

The Minutes of the last meeting were read and confirmed.                 

 Law Advisers opinion upon Mr. GROVERS case, submitted at the wish of the Board to that officer,  was read by the Chairman when the following resolution was agreed to, That Mr. GROVER,  having conducted a School at Monganui for more than twelve months previous to the passing of the Education Act, and his application for aid having been made within the six months prescribed by the Act, the Board agreed to grant him exemption from Examination according to the proviso of Clause 17 of the Act, and to take his School into connexion from this date.

Moved by  Mr SANDERSON, seconded by Mr. PHILLIPS,

That the Teachers Examined by the Board on 21st & 22nd July 1857 be awarded Certificates of Merit Exempt from such classification as was agreed upon by the Board at their Meeting December 1857.

Carried.

 

The Board then proceeded to Award Quarterly Salaries to Teachers for Quarter ended Dec 31st 1857.

On the recommendation of the Special Inspector, Miss Johanna HICKEY was recognized by the Board as assistant Teacher in Pamure R.C. School.

The Board then proceeded to discuss the propriety of granting additional aid to Schools on account of Orphans and destitute children.  The following rule was laid down by the Board as their  general principle of action in the event of their granting  aid, solicited on such grounds: 

With the view of preventing the education of orphans and destitute children from being a burden on Patrons or Managers of Schools, the Board agreed to grant £2/-/-  per annum for each Orphan and destitute child, in accordance with the proviso in  Clause 15 of the “Act”, provided that such payments together with the £2 Pounds per annum  required by the Board to be paid by the Patrons or Managers for each of the other children in attendance at the School shall not exceed the Salaries which the Teachers and Assistant Teachers of such Schools, are entitled by the terms of the Act to receive from the Board of Education.

    Together with the application, a Statement of the cause of destitution of each Particular child is to be submitted for the Board's consideration.

     It was ordered by the Board that in every case the Patrons or Teachers of Schools should supply themselves at their own expense with the necessary School Register for marking the daily attendance of the pupils.  The secretary was instructed to furnish the  Registers to Applicants at the rate of 6 pence each, the proceeds to be set apart for the purchase of Postage Stamps for the use of the office.

Minutes of tile last meeting were read and confirmed.

The following notice of motion for the next meeting of the Board was given by Mr. BRENNAN, viz: I shall move on the next meeting of the Board

1st That the rule adopted on 22nd  January 1858, with respect to the orphan a destitute children attending the Schools in connexion with the Board of Education be rescinded.

2nd   That it is the opinion of the Board that provision should be made for orphans and destitute children attending the Schools in connexion with the Board according to the provision in Clause 15 of the Education Act and agreeable to the interpretation of the Law Adviser on that subject.  

Vouchers for the payment of Teachers Salaries for the quarter ending  December 31st  1857, were examined and found correct.

The Board then proceeded to read Inspectors Reports on Schools visited by him during last quarter.

Mrs. SKEEN present Teacher of St Paul’s Infant School was awarded a first class certificate of the Board, as Infant Teacher. Upon the recommendation of the Inspector, Mr. JACKSON was recognized by the Board as Assistant Teacher at St Matthews Boys School.

 An application from St Matthew’s Committee of Management for one months Salary to Mr. JACKSON, having originated discussion as to the precise date of an assistant Teacher's appointment, the following resolutions were put to the meeting: viz.

1st. That an Assistant Teacher's appointment should date from the time when the Inspector passed him, he being satisfied as to his moral character & fitness for Teaching. Moved

 2nd.   That the appointment of an Assistant Teacher should take effect from the date of his recognition by the Board in that capacity.

 Carried.

In accordance with the last resolution, the Committee’s application was not entertained. 

The Board next proceeded to award quarterly Salaries to Teachers for quarter ending 26th March l858.

Additional Aid was granted to the School at Monganui, in accordance with general rule established by the Board Oct 6th  1857.

Mr. GROVER’S communication relative to the erection of a new School House at Moganui was read by the chairman and considered satisfactory by the Board.

In compliance with  applications made to the Board from persons desirous of qualifying themselves for Examination as Teachers under the Board, the Secretary was directed to appoint a day for holding the requisite Examination and duly notified of the Same.

The Board entered upon deliberation as to the propriety of requesting his Honour the Supt. to appropriate from the Provincial Council’s grant of £22 to the Board of Education for the year 1858 the sum of £200 to be invested in the purchase of Elementary School Books, Maps etc from the committee of council on Education in England.  The measure was considered highly conductive to the interest of Education by the Board, and the Chairman was requested to place himself in communication with His Honour on the subject and develop details.
