 BOARD OF EDUCATION

 for the year ended September 30th 1863.

  The Board met 2nd October.  Present:  Rev. Mr. LLOYD, Rev. Mr. MACKY, Mr. SANDERSON, Mr. OLIVER, Mr. GOODFELLOW.  The Rev. Mr. LLOYD in the Chair.

Prayer having been read-

A School in Newton conducted by Mifs LEARY was taken into connexion with the Board on application from the Patron, Bishop POMPALLIER on condition that a suitable Schoolroom should be provided.  A letter from Bishop POMPALLIER stating that he had appointed the Rev J. P. HONZE? to be Superintendent of the Roman Catholic School at the North Shore and also the Roman Catholic School at Mahurangi Heads, was laid before the Board and the appointment was recognised by them. The Inspector having reported to the Board that the Managers of several Schools had neglected to provide proper and distinct out buildings for the use of the children attending, was instructed to write to the Superintendents of such Schools and require that the necessary out buildings should be provided as a condition of further aid being granted to the Schools by the Board.

The Secretary was further instructed to write to the Superintendent of St Matthew's School, calling his attention to the present state of the outbuildings belonging to that School, and requiring that they should be kept in good order.

  The Board adjourned to Wednesday 8th October.  Read and confirmed October 8th 1862.     (Signed) John Fredric LLOYD Chairman.

The Rev. Mr LLOYD in the Chair.  

Prayer having been read by the Chairman the Board proceeded to award Certificates to Candidates who had attended the examination held on 2nd October.  Six Candidates had who had received certificates as follows:

Mr. J.  MCLEAN 2nd Degree - 3rd Grade on the Special Grounds of his long experience as a teacher and the great esteem entertained for him by all connected with his School.

Mr. H. Mc KEWRIE 2nd Degree - 3rd Grade on the Special Ground of his belonging to a Nova Scotian community, and having to teach children accustomed to the Gaelic language.

Mr. F. HEWSON 2nd  Degree – 3rd  Grade

Mr. A. LUMSDEN 2nd  Degree – 1st  Grade

Mr. l. EDWARDS 2nd Degree – 2nd Grade

Mr. D. MCCOLL 2nd Degree – 2nd Grade

A School at Shoal bay conducted by Mr. HEWSON to which aid had been promised on 27th Nov 1861, on condition of satisfactory replies to Queries 18 and 19 in the printed form being furnished, was taken into connexion with the Board, answers to the queries having previously been laid before the Board and considered satisfactory.

An application for Aid for a School to be established in the Upper District, Middle Branch, Waipu was laid before the Board. It was directed that the application should be referred back to the patrons of the School, for answers to some of the queries to which no reply had been given.

' Additional Aid' was granted to the School at North River, Waipu, on application from the Managers of the School.

A School at Papakura Valley, conducted by Mr. A. LUMSDEN, was taken into connexion with the Board, on application from the Superintendent Mr. LONGMORE.

With regard to the Certificates granted as above, Mr. EDWARDS to be regarded as conditional upon satisfactory testimonials to moral character being laid before the Board.

                          To the character of Mr. HEWSON, testimony was given by a member of the Board,

And the testimonials of the other four candidates were considered perfectly satisfactory. Read and confirmed 11th Nov, 1862 (signed Charles KNIGHT chairman).

 The Board having been convened by circular met on the 11th NOV. 1862.

Present: Mr. LLOYD, Rev. MACKY, Mr. SANDERSON, Mr. GOODFELLOW, Mr. PHILLIPS, Mr. OLIVER.   Prayer having been read by the Chairman, - Testimonials to the moral character of Mr. John EDWARDS were laid before the Board, and considered satisfactory.

Letters from Bishop POMPALLIER requesting that the Otahuhu R.C. School might be taken into connexion with the Board, the teacher having received a certificate, and appointing the Rev. J. M. GARAVELLE to be the Superintendent of  the school, were read by the chairman. The request was granted and the appointment recognised by the Board.

 Additional Aid was granted to the Shoal Bay School on application from the Superintendent Mr. MENARY and to the Papakura Valley School on application from the Superintendent Mr. LONGMORE.             

 A School at the Upper District, Middle Branch Waipu, was taken into connexion with the Board, on the condition that the Patrons should engage, that the weekly payment from any pupil should not exceed one Shilling, additional aid was granted to the same School.

 A School at Waipu, South  East Branch, was taken into connexion with the Board. Additional Aid was granted to the same School.

 A School at Tauranqa Creek was taken into connexion with the Board. Additional Aid was granted to the same School.

 A School at Mahurangi was take into connexion with the Board, on the condition that the School should be open for five days in the week, and also that proper out buildings should be provided.  Additional Aid was granted to the same School.

     The Inspector having reported to the Board that the necessary out buildings had not been provided for the use of the Matakana School was instructed to call the attention of the Superintendent of the School to the deficiency.

     Mrs. BURNS was recognised as Teacher of the West Tamaki School, in the room of Mr. BURNS  resigned.

The Board then proceeded to award Salaries as follows, for the quarter ending September 30th, 1862.

Some discussion having taken place as to the manner of calculating the Additional Aid, in places where the Patrons of schools should not have paid their full equivalent of two pounds for each child in average attendance, the following rule was adopted by the Board.

The quarterly Salary:

According to the average attendance having first been found, the additional aid is to be reckoned in the usual manner till the whole sum amounts to the whole Salary to which the Teacher is entitled by the Certificate, subject to regulations previously made by the Board. After this, the sum which the amount paid by the Patrons falls short of the equivalent required them, namely- Ten shillings per quarter for each child in average attendance, is to be deducted from the Salary of the Teacher as above stated. Some discussion also took place as to the proper application of the fund granted by the Provincial Government for the purchase of books and School requisites for the use of schools in connexion with the Board. The full consideration of the subject was deferred to a future occasion. Read confirmed 17th Dec. 1862. (Signed) Charles KNIGHT Chairman.

The Board convened by circular, met on the 17th December 1862.

Present: The Chairman, Rev. Mr. LLOYD, Mr. SANDERSON, Dr. O’HARA, Mr. PHILLIPS, 

Prayer was read by the Chairman, the minutes of the last meeting were read and confirmed.

Much discussion took place as to the method of reckoning the amount of “Additional Aid” with reference to the rule on that subject entered in the minutes of the last meeting. No alteration was made in the principle of the rule, but the following was proposed as a clearer statement of it.

“The Salary is calculated from the number of Scholars. To this sum is added the additional Aid, at the rate not exceeding two pounds per head, so as to bring the amount to maximum allowed by law. From this is, to be deducted  the deficiency of the Patrons  Equivalent”

On the recommendation of the Inspector, Mifs HOBBS was recognised as assistant Teacher at St. Mathews Boys School.

A letter from Bishop POMPALLIER, requesting that Mifs. DELUNCLE might be recognised as assistant teacher in the Roman Catholic School at Otahuhu, was read by Chairman. The application was entertained conditionally upon a recommendation being furnished by the Special Inspector – The Secretary then laid before the Board a draft of the Report to be forwarded to His Honour the Superintendent. After careful consideration the report, with some alterations was adopted. The Board also instituted some slight changes in the method of stating the particulars comprised in the appendix to the report.

The reports of the Inspectors of various Schools were laid on, the table. The Inspector called the attention of the Board, to a failure on the part of the Managers of the Monganui School, to meet the requirements of the Board, with reguards to the out buildings, and was instructed to call the attention of the Superintendent of the school to this deficiency. The Board met on the 7th January 1863 for the purpose of holding an examination of

Teachers. Present:  the Chairman Mr SANDERSON, Mr GOODFELLOW. Mr OLIVER. Rev. Mr. MACKY.  Prayer was read by the Chairman.  The minutes of the last meeting were read and confirmed.

The Board adjourned till Monday January 12th at 2 o'clock. (Signed) Chas. SANDERSON chairman.

The Board met on the 12th of January 1863 to award certificates to teachers examined on 6th & 7th.

Present: The Chairman, Rev.  Mr LLOYD, Rev Mr MACKY, Mr GOODFELLOW, Mr. OLIVER, Mr. SANDERSON, Dr O'HARA. Prayer was read by the Chairman.

The answers of  several candidates were laid before the Board. Eleven candidates had presented themselves for examination, while three were rejected, one withdrew, five received certificates and to second class teachers failed to obtain a higher Certificate. The Certificates awarded were as follows:

               Mifs. GIBBONS 1st degree – 3rd grade.

               Mr ALLNUT?      2nd degree – 2nd grade

               Mr. LENARD?    2nd degree – 2nd grade

               Mr TAYLOR.      2nd degree – 1st grade

               Mr WILLIAMS   2nd degree – 2nd grade

An application from the Rev, Mr. BUDDLE on behalf of a School to be established at Remuera under the conduct of Mifs RICH, was read by the Chairman. The School was taken into connexion with the Board, on the condition that proper school requisites, out buildings and a play ground. Should be provided.

An application from Bishop POMPALLIER on behalf of a School in Drake St, Freemans Bay conducted by Mifs GIBBONS was read by the Chairman.  It appeared by the answers to queries,  that the School room formed part of a dwelling house also that Mr Francis GIBBON had been appointed by the Patron to be Superintendent of the School. On these two points much discussion ensued and after long and careful consideration the following resolution was proposed and agreed to. “That the application be granted, provided that it be ascertained on further enquiry, that the school house  is in keeping with the requirements of the Board, and provided also that a Superintendent other than that father of the teacher be appointed”. 

A letter from the special Inspector recommending that Mifs. M. A. DELUNCLE as assistant teacher at the Otahuhu R. C. School, was laid before the Board and considered satisfactory.

The Board on the 20th January 1863 for purpose of awarding salaries for the quarter ended December 31st 1862.

Present: Mr SANDERSON in the chair, Rev Mr LLOYD, Mr GOODFELLOW, Mr. PHILLIPS, Mr OLIVER, Dr. O’HARA. Prayer was read by the Chairman. 

The minutes of the last meeting were read and confirmed.

Letters from the Rev. WARREN respecting a Playground for the use of the Remuera Wesleyan School was laid before the Board an read by the Chairman, also from Mifs. GIBBONS respecting the R. C. School house in Drake St.

The Rev T NORRIE as recognised as Superintendent of the Papakura Valley School, in place of Mr LONGMORE resigned.

On the recommendation of the inspector Mifs LIDDELL was recognised as Assistant Teacher in the Pitt St School.
